preseed directory missing from Groovy images

Bug Description

Preseed directory is missing from groovy images (checked on 20200507) but the boot command line is still referring to it.

$ wget -O - -q http://cdimage.ubuntu.com/daily-live/pending/groovy-desktop-amd64.list|grep -w preseed
$

^ nothing. It should return the seeds available in /preseed/
