debconf window flashes up while installing apps

Bug Description
When installing stuff through software centre (or, I think apt-get) I often see a debconf window spring up and close immediately.
This is really disconcerting and distracting. It also triggers notifications (at least it does on gnome-shell) that the window is 'ready', but of course it's gone before you can do anything.
Thought it would be good to get rid of this problem (which has been around for ages) before LTS released?
