during installing software the sysstem hangs in the Debconf screen

using Ubuntu 12.10
debconf:
  Geïnstalleerd: 1.5.46ubuntu1

I cannot install any new software or udates from Ubuntu. The installationproces starts normally but 'hangs' when the DebConf screen appears.

I also have this problem.
I can install software, but I always see a window titled "debconf on <hostmame>".

This does not appear if I install package trough apt-get or synaptic
