dconf doesn't pick up language support change in system/locale --Precise upgrade

Bug Description
Problem:
Changes in Language Support utility are not reflected in dconf system/locale place setting.
Steps to reproduce:
-open dconf
-press "Set to default" under system --> locale
-select Language Support under System Settings
-select English (Canada) and Apply System-Wide under Regional Fonts tab
-check previously mentioned dconf setting and confirm it's still blank
