Bug Description
This is similar in effect to #1366928 and may have the same root cause.
When flashing the krillin using the MTK flasher tool as opposed to udf, on first boot adb shows offline and no amount of toggling the developer switch and setting new passwords change that.
The reason is that the android-tools-adbd script is triggered early enough (due to the watched property being "mtp,adb") that there's no password set up yet, so the script fails.
It will not be run again since the event "started lightdm" only fires once. Dropping that condition from start on fixes my issue but it may have other drawbacks.
