curl has the --http3 option, but libcurl has no http3 support

Bug Description
I have been using the ymuski/curl-http3 docker image to get support for http3 in a CI/CD task.
Today I noticed in the man page for curl on the VM that --http3 is mentioned. So I updated my gitlab CI definition to use the native curl instead. I got an error message saying libcurl does not support it. "curl: option --http3: the installed libcurl version doesn't support this"
I can't think of a good reason to exclude that support from libcurl while leaving the --http3 option in curl itself. Can it be added to the package, at least for jammy and later?
