Re-enable self-tests without build-depending on stunnel?

Bug Description

The changelog says:

 * Added stunnel to the Build-Depends in order to enable SSL test cases.

But we blacklist stunnel for security reasons, so please remove this
build-dependency and either disable the SSL test cases or (better) find some way
to run them that doesn't require stunnel.
