Bug Description

Distribution - Ubuntu 20.04
Type: VM on VMware Work station 15.5.2 build-15785246
Note: VMtools / Oen VMtools was not installed.

After setting up my encryption password with a UK keyboard layout the keyboard defaults to non-UK layout(I think US) on boot.

Pressing 'e' to edit commands before booting will allow you test the key layout.

After booting into the OS and logging in, the keyboard layout goes back to UK.

Just to add, I've found that when logged into the OS the keyboard returns to being in a UK layout. However, if lock the session, when I attempt to log-in the keyboard has once again changed to non-UK.
