cpufreqd/loadcpufreq fails in trusty

Bug Description
Install 14.04.5 hwe-t on a node using maas, then install cpufreqd and cpufrequtils.
Then run sudo /etc/init.
Fails to start. This happens on an customer system, I will post his output shortly.
I get a similar failure on my system .
