Bug Description
In our testing of cloud images, we intermittently see an error along the lines of:
May 09 17:59:27 ubuntu setupcon[476]: /bin/setupcon: 809: /bin/setupcon: cannot open /tmp/tmpkbd.7L3GEu: No such file
This only happens from time-to-time which suggests that it's a race condition.

The attached `systemd-analyze plot` output suggests that console-setup ran at the same time as the systemd- tmpfiles- setup service, so I wonder if this is https:/ /bugs.debian. org/cgi- bin/bugreport. cgi?bug= 846256
