Binary package hint: compiz
Step to reproduce
- activate "desktop wall" plugin
- set black wallpaper
- use "Ctrl-Alt-right Key" to switch. Don't release the key
- try to identify which workspace is selected
- then to the same with white wallpaper and see that it's easier

I see what you mean. You do need to use a very specific shade of black for it to be a real problem, so I'd define this a bug of 'low' importance.
The solution might be for compiz to pay some attention to what the background colour is and adapt the highlight accordingly.
