Scrollbar disappears in windows like gnome-terminal

Bug Description

Not sure if this is a Compiz bug, but it's related to windows management. The type of scroll bar used in gnome-terminal was also the same as that in Firefox before I upgraded my system to Ubuntu 14.10 at the same time I upgraded Firefox to version 34 or so (so either Firefox, or some other program changed how scrollbars look).

Switching to windows that use 'thin scroll bar', only ~3 pixels wide with no arrows

If done quickly, it works fine as long as the mouse cursor is pointing at the window being focused to. If done slowly, by pressing alt-tab and holding alt, the scroll bar will disappear or become faded. Faded scrollbar is when alt is held for a very short period of time, so the application switcher menu only shows up for ~0.1 sec.

Window's shadow border also sometimes longer to appear if alt is held, but it doesn't seem consistent or related to scrollbar.

The 'invisible' part is an overlay that's the same colour as the background. If scrolling up or down, when the line representing the current location moves past the 'invisible' part, it's erased, so that if the line representing the visible portion is returned to that area, the 'invisible' part is smaller.

Nautilus, gedit, and gnome-terminal all seem to be affected by this bug. The line isn't totally invisible, but being able to see it could depend on having an LCD screen that provides high contrast near the white range at that viewing angle. All three of these applications are demonstrating the bug for me right now, but I'm not sure if they always do.

gnome-terminal seems to have an additional bug though, maybe related to tabs, that makes the scroll bar not appear even when doing the steps described in this report. It might be as simple as "after switching tabs, the scrollbar doesn't appear until you create a new line at the bottom of the terminal".
