Bug Description
Something can cause Compiz effects to stick permanently:
I was dragging the top window bar of Geany to near top of the screen, the outline was turning yellow and full-screen.
Then it seemed to stick mid-animation, and no amount of clicking could get the cursor out of "dragging" mode, with dragging hand icon.
