Bug Description
Since updates of about 24-Jan-2003, there is no icon on the launchpad to show four desktops, and CTL-ALT-Arrow does not change the desktop.
There also seems to be no way to get this behavior back in System Settings, assuming that an update merely turned it off.

Works fine for me on raring and saucy.
Check System settings -> Appearances -> Behaviour -> Tick Enable workspaces
Additionally, configure them via ccsm.
