Gnome classic
When you open a window it opens too hih up in a way that its top panel is hiden behind the destop top panel, and inaccessible.
You can not drag it-no purchase- minimize,maximize etc, no buttons visible.

Window placement is not up to xorg. The bug is probably either in the application in question not setting its defaults up right, or in the window manager.
Btw as a workaround often Alt+click works.
