[Touch] press and hold breaks scrolling

Bug Description
Make sure to have a touch screen laptop
1. run the chromium browser and open a website
2. press and hold on anything in a website, right click menu will appear.
3. discard that menu and now try to scroll up or down in the browser page with the touch screen
What happens:
moving the finger on the screen actually zooms in and out the page
