checkinstall leaves root filesystem unusable if interrupted

Bug Description
seems v similar to https:/
- closed laptop lid during checkinstall
- saw error message when reopened, "installation failed, creating backup"
- it ctrl+c
- all terminals start reporting errors eg /bin/sh no such file
- reboot, fails, attempt recovery mode boot, hd decrypt works, but subsequent attempt to boot os kernel panics

my lord, but that was hard to recover from. I had to boot from a thumb drive, use cryptsetup to decrypt the drive, faff about with lvm to get it to recognise the logical volumes, then mount the drive, and eventually figure out that what it had done was to break /lib. removing /lib and replacing it with a symlink to usr/lib (apparently that's the default in 19.04?) seems to have given me a working system again.
