Bug Description

 affects bzr
 assignee lifeless

The new branch hooks need documentation - a docs/hooks.txt + a help
command that is generated from the Branch.hooks object data.

There is now documentation for hooks, though not exactly what Robert describes. Should we close this?

I think the user doc is good to have; generated docs would be better.
I'm inclined to leave this open.
