Installing only gives doc files:

Thanks for reporting.

Based on the package description it seems like this has been a transitional package since 20.04 (https://bugs.launchpad.net/ubuntu/+source/bzr-builddeb/2.8.12+brz) so this might be expected. I found bug 1990186 which discussed whether it could be removed along with other bzr-related packages, looks like the are currently kept around until they are removed from Debian first.
