unable to use bluetooth on Dell Latitude E6410 with Ubuntu 16

all settings >> bluetooth = No bluetooth adapters found
and Bluetooth switch is greyed out

#systemctl start bluetooth.service
#/etc/init.d/bluetoothd start
after running both the above commands, the service still doesn't start
