I was getting this error too for some reason. Using a Targus USB Bluetooth Adaptor and Bose QuietComfort 35 on Ubuntu 14.04.

I rebooted and did the following steps from the command line (as root):

# hcitool dev
Devices:
 hci0 00:19:0E:18:FC:6B

# hcitool scan
Scanning ...
 04:52:C7:5E:85:41 Bose QuietComfort 35

# bluez-simple-agent hci0 04:52:C7:5E:85:41
Release
New device (/org/bluez/1120/hci0/dev_04_52_C7_5E_85_41)

# bluez-test-audio connect 04:52:C7:5E:85:41

And now it's all working perfectly. Not entirely sure what I did before this but I think I removed the device completely.

I can confirm that this issue is fixed in 17.10 daily image. Bose QuietComfort 35 headphones now pair without issues.
