Bluedevil tries to operate without the adapter powered on

Bug Description

Binary package hint: bluedevil

In the 'configure adapters' section of bluedevil's taskbar icon context menu, one can switch off the power of the bluetooth adapter.

When the power is switched off, all other commands and options remain enabled.

I would expect bluedevil
- disables all other commands and some of the settings until the power is on again
- (proposes to) switch on the power again if the user tries to interact with bluetooth devices
