Kubuntu does not 'remember' that Bluetooth was switched off

Bug Description
Hi,
When I re-boot my laptop the Bluetooth indicator comes on, even though I had kept it off during shutdown. Kubuntu does not 'remember' that Bluetooth was switched off.
I am using the latest Kubuntu (12.10) with all the updates.
Please could someone guide me on how to solve this problem
