Performance regression in binutils 2.40

Binutils 2.40 (the lunar package for binutils-mips-linux-gnu) had a couple unfortunate changes made that resulted in a quadratic slowdown in some linker scripts when linking elfs.

The performance regressions were reported as bugs, and two commits which fix the issues have since been merged to master:

I am wondering / hoping if we can cherry-pick these fixes into the Ubuntu package and release a new version of at least the binutils-mips-linux-gnu for lunar. I'm happy to help with this if that's useful.
