tab completion on ~username stopped working in Ubuntu 10.10

Bug Description
Binary package hint: bash
In Ubuntu 10.04 and before, typing a tilde followed by a part of a username and pressing tab would complete the username and add a slash.
For example, if a user 'sander' exists on the system, this:
root@vmhost:~# cd ~san
followed by <TAB> would result in:
root@vmhost:~# cd ~sander/
Starting with Ubuntu 10.10, nothing happens after pressing TAB.
