Bug Description

using the --associate-ip command line switch calls "nova floating-ip-create" and that is no longer a valid command with nova.

 $ apt-cache policy autopkgtest
autopkgtest:
  Installed: 5.11ubuntu1
  Candidate: 5.11ubuntu1
  Version table:
 *** 5.11ubuntu1 500
        500 http://192.168.10.7/ubuntu focal/main amd64 Packages
