aspell-ru seems to make a corrupt ru.cwl

Bug Description
Full walk through:
sudo apt install aspell-ru
cp /usr/share/
gunzip -d ru.cwl.gz
word-list-compress d < ru.cwl
ERROR: Corrupt Input.
The same steps do work with cy.cwl for example so it seems ru.cwl is corrupted.

It turns out this is not a bug exactly. ru.cwl is encoded in a different way to cy.cwl.
