apt not installing suggesteds

Bug Description
I want "apt-get install" to install both recommended and suggested packages. I've tried to get it to do that as it is documented and also as has been discussed here: http://
sudo apt-get --install-
sudo apt-get --install-
sudo apt-get install <package> --install-
(adding a file, 99all, to /etc/apt/
It seems like the feature is broken.
