apt(8) should replace update with refresh

Bug Description

the apt command (only apt not apt-get) should replace update-upgrade with refresh-update to be more user-friendly since update-upgrade is confusing at first glance. replacing update with refresh would also make the apt command more intuitive since it's closer and much more descriptive to what happen to the system when the command is used as well
