ddebs on ppa not available in apt for local installation

Bug Description

The gnome3-team ppa's have ddebs enabled, however the dbgsym packages are not available via apt-get/package managers for local installation. However apport-retrace seems to pick them up most times (occasionally it fails to find a suitable dbgsym even tho one exists, like gjs for example.)
