Bug Description
[This is with Dapper.]
I have apt-listchanges installed. When the
changes are listed in synaptic, non-ASCII
characters in the (utf-8-encoded) changelog
are mangled. They look to be interpreted
as Latin-1. My locale is en_GB.UTF-8, but that
shouldn't matter.
The display is correct when the listing comes
from apt-get in a terminal window.

Could you please provide a screenshot? Which dialog do you refer to? There are actually two: one that can be found in the package menu of synaptic and another one provided by apt-listchanges that is shown before installing new packages.
