apt-listchanges doesn't work on Ubuntu 19.04

Bug Description
I've got apt-listchanges installed with the following config:
$ cat /etc/apt/
[apt]
frontend=pager
which=news
email_address=root
email_format=text
confirm=1
headers=false
reverse=false
save_seen=
But running `sudo apt-get upgrade` doesn't show any changelogs, the prompt contains the standard message:
83 upgraded, 0 newly installed, 0 to remove and 0 not upgraded.
Need to get 296 MB of archives.

After which the installation starts immediately.
