package_hook crashed with IOError in write()

Bug Description

Binary package hint: apport

This crash happend during a intrepid->hardy upgrade. It looks like its caused by the
fact that package_hook expects only files, but with the latest update-manager dirs
can be in that directory as well (for backups of the individual files).
