Apport-collect is stuck in an infinite loop when I try to collect information to update another bug report

When I ran "apport-collect 1875403", the problem information collection began. However, it never finished, and in the terminal, the following appeared as output, though with Apport still running:
"12244:12244:0427/095406.951564:ERROR:browser_switcher_service.cc(238)] XXX Init()
[12279:12279:0427/095407.005649:ERROR:sandbox_linux.cc(374)] InitializeSandbox() called with multiple threads in process gpu-process."

This happens when:
1. Set default browser to Chrome
2. Run ubuntu-bug so that the bug report webpage opens in chrome
3. Run apport-collect on the created bug report

Expected Results:
Apport collects the information and asks to upload it without issue.

Actual Results:
Apport is stuck in an infinite loop, collecting problem information.
