Bug reporting doesn't work upon a crash

Bug Description
On eoan, after an initial startup / login, if an application crashes and I click "report", I get a prompt saying the crash is reported and to check the web page open in the browser to see if I have any additional information.. except it never opens a page. The dialog just disappears, the crash log stays in /var/crash and nothing happens.
The only way to actually file it is to run ubuntu-bug <app> which does work as expected.
