Bug Description
apport-collect did not work until both packages were installed. The errors you get are not helpful and I only arrived at this solution after searching around online and basically wild guessing.

Which release of Ubuntu is this? The depends for apport are correct in bionic and have not change recently as far as I know.
apport depends on python3-apport and suggests apport-kde which depends on python3-pyqt5 additionally apport-kde is a part of the kubuntu-desktop and kubuntu-full tasks.
