Bug Description

Attempting to run apport-retrace in a chroot, it fails with the following traceback:

  File "/usr/lib/python2.7/dist-packages/apport/crashdb.py", line 822, in get_crashdb
    with open(conf) as f:
IOError: [Errno 2] No such file or directory: '/etc/apport/crashdb.conf'

/etc/apport/crashdb.conf is part of the apport package; and apport-retrace does not depend on apport.
