Changing to low resolution makes appmenu menu unavailable

Bug Description
Binary package hint: appmenu-gtk
You can't get at the menu if you have appmenu-gtk on the menu bar if there are too many menu items, especially when you change resolutions to something lower.
A suggestion might be to leave menus larger than will fit in their windows.
