apache2-bin declares httpd, but does not provide webserver

Bug Description

apache2-bin declares that it provides httpd and httpd-cgi, but the package description itself says that to actually get a running web-server, you need to instead install apache2, or perform manual action on your own.

I had apache2 automatically pulled in via a dependency from munin on httpd in 13.04, but in 13.10 most of apache was automatically removed as no longer being required during the release upgrade process.

I suspect that, to provide a running web-service upon package installation, the apache2 package should provide httpd, rather than apache2-bin.

I think we should do the same as Debian here; I'm interested to hear Debian's view on this.

I think it is important to note that the Apache2-bin package only provides the binary files needed to potentially run a webserver, but it is not itself an webserver. It is up to the user to configure and activate the webserver in their runtime environment in order assignmenthelp.net to actually make use of it.
