Binder_2 process using 100% CPU on mako

Bug Description
I just bootstrap flashed the latest image from channel=

Using top I see the process "Binder_2" sitting at 100% CPU usage constantly. No amount of waiting or rebooting seems to rectify the problem. I see nothing interesting in syslog, but this is the output of logcat:

Just manually flashed the mako with an older build:
current build number: 113 touch/rc- proposed/ bq-aquaris. en

and I don't see the Binder_2 CPU issue with that image.
