I was curious about this so I looked this up. A couple of different places online all pointed to the World Bank as the most recent survey to determine this, and indeed the trend has continued just as predicted, since "Schooling in Capitalist America" was originally penned (1976). Although there's going to be some random movement in this metric over time, it seems to be pretty safe to use the World Bank as a more recent and relevant source(2011).
