no lock screen immediately after resume (delayed)

Bug Description

When resuming from stand-by, I get to an editable desktop, ie. I can open/close programs, change volume etc. After some seconds the lock screen appears delayed and asks me for a password.
(Of course this defeats the purpose of having a lock screen. The desktop should probably be started after the lock screen appears, or at least not be editable until the password has been entered.)

This issue persists in Ubuntu 14.04 LTS. It seems surprising that only 4 of us have flagged this as affecting them when I believe it to be a known issue. (It was discussed on UK Ubuntu Podcast several months ago.) It was introduced a few releases ago and presents a security risk. Is it reported under another ticket? (I haven't found one.) Why is the screen lock not being applied before sleep rather than after wake?

There seems to be a solution (work-around) here: http://askubuntu.com/questions/180594/resume-to-login-screen-after-suspend/270598#270598. This describes how to show the (nicer) ubuntu login screen before suspend / hibernate. Must disable "Lock screen when going for suspend/hibernate" option in power manager settings.

This bug also seems to affect machine's in a locked state. When I return to my PC after locking it (without suspending) and the monitor is off, it takes a few moments for the lock screen to appear. During this time the desktop is both viewable and editable. This is quite a security concern.

This bug is present in Ubuntu 15.4. I've also experienced identical behavior in Mint.

I have frequently been able to observe information on a monitor or operate the keyboard and mouse within a session for a couple of seconds between when the monitor wakes and when the screen lock intervenes.

What concerns me most about this bug is that it allows an knowledgeable lurker a peek into a system every time it is left unattended, even if the screen turns off due to inactivity.

I've experienced this bug ever since i started using Ubuntu, it's present in all version starting from 12.04, i think it's important to fix it as soon as possible.

Especially, if the cursor is within virtual box, it locks after leaving virtual box only.

Really bad.
