Bug Description

I used a CD-ROM which was created in Windows and some of their file and folder name containes umlauts. Using the CD in Ubuntu and Kubuntu shows '?' instead of the correct characters. This appears in a terminal, Konqueror and Nautilus.

This bug makes files or folders of a CD containing umlauts unusable. I can't open any file which contains umlaut or is inside a umlaut containing folder. Thus I think this bug is quiet serious.
