linux-crashdump not working: "crashkernel reservation failed - memory is in use"

Bug Description
This is likely a duplicate of #364414 but I wanted to make sure that all the information about my system is attached.
This is a fresh karmic install (from todays daily) with 386, i965 and no proprietary kernel modules. The linux-crashdump
stuff is not working, the error is:
$ sudo /etc/init.d/kdump start
* Loading crashkernel... Memory for crashkernel is not reserved
Please reserve memory by passing "crashkernel=X@Y" parameter to the kernel
Then try loading kdump kernel
$ cat /proc/cmdline
root=UUID=
Please let me know if there is anything more that you need.
