CPU always in "performance" after reboot

Bug Description
Ubuntu 9.04
After reboot CPU is always in performance mode on Dell Studio 1535. I can switch it to powersave/ondemand or whatever else via applet, but it is not remembered and switched back after reboot. It should be in ondemand/powersave mode on laptops and in ondemand/
