It's a java-based web page editor.

Arachnophilia is a very well established and respected HTML editor that many, including myself, have used for years. The author is dedicated to open source and has continuously upgraded and improved it. His concept of "Careware" (if you like it, do something nice for somebody) is a beautiful thing.
