are scrollkeeper and ubuntu-docs installed?

Apparently ubuntu-docs wasn't, no.

Why isn't it included in xubuntu-desktop if it creates a menu item for it (Applications > Accesories > About Ubuntu)?

I don't think this bug is invalid. If xubuntu provides a link to about-ubuntu, it should provide the ubuntu-docs package, or remove the link.

I just installed xubuntu Hardy 8.04.1 using the "xubuntu-8.04.1-alternate-i386.iso". About Xfce and Xubuntu Help documents work as expected. On this basic installation with no changes made, there is nothing listed as Applications -> Accessories -> About Ubuntu. Is that installed with Gnome?

It was Xubuntu 8.04.1 for me too. It wasn't a fresh install however (sorry, I stated that it was above), but an install of 'xubuntu-desktop'. It seemed to be missing all the required dependencies, such as 'ubuntu-docs'. 'xubuntu-docs' installs, but apparently that's not all I need.

"Applications > Accesories > About Ubuntu" would return this error:

Unable to load page
The requested URI "ghelp:about-ubuntu" is invalid.

I installed Ubuntu Hardy 8.04.01, then installed 147 updates through update manager, restarted. I then did "apt-get install xubuntu-desktop". In gnome desktop, System -> About Ubuntu works fine; restarted to xfce desktop, Applications -> Accessories -> About Ubuntu works fine.

If you can reproduce this bug, please change the status to new to notify us that you wer able to, attach the entire file /var/log/syslog.0.

I can confirm the issue. I installed xubuntu, (jaunty) and after that ubuntu-desktop, and finally removed ubuntu-desktop.
After this procedure "Applications > Accesories > About Ubuntu" gives me this error:

Unable to load page The requested URI "ghelp:about-ubuntu" is invalid.

Perhaps the link "About Ubuntu" will not be removed with deinstalling ubuntu-docs?!?
So the origin of the "evil" lies in package ubuntu-docs and not in xubuntu-docs.

ubuntu-docs:
  Installiert: 9.04.10
  Kandidat: 9.04.10
  Versions-Tabelle:

The Applications > Accessories > About Ubuntu link isn't provided by the ubuntu-docs package - there must be something wrong with the Xubuntu menu system if once ubuntu-docs is removed, the menu entry remains.

It's not a bug in ubuntu-docs or xubuntu-docs, but rather the XFCE menu system.

Not sure which package does this, so starting with xubuntu-default-settings as a vague guess.

No, this is not a bug in the XFCE menu system, rather a missing Depends/Recommends: ubuntu-docs on the package that installs about-ubuntu.desktop.

affects: xubuntu-default-settings (Ubuntu) → gnome-panel (Ubuntu)

the issue is not a gnome-panel one, it checks for the documentation before displaying the entry

The source for this package appears to be the ubuntu-desktop package. The following packages are installed/removed with the ubuntu-desktop package. It should remove the menu entry at the same time it removes the documentation. Of course, the packages are not limited to the ones listed, but include all languages.

$ apt-file search about-ubuntu
language-pack-en-base: /usr/share/locale-langpack/en_CA/LC_MESSAGES/about-ubuntu.mo
language-pack-gnome-en-base: /usr/share/gnome/help-langpack/about-ubuntu/en_CA/about-ubuntu.xml
language-pack-gnome-en-base: /usr/share/omf-langpack/about-ubuntu/about-ubuntu-en_CA.omf
ubuntu-docs: /usr/share/gnome/help/about-ubuntu/C/about-ubuntu.xml
ubuntu-docs: /usr/share/gnome/help/about-ubuntu/en_CA/about-ubuntu.xml
ubuntu-docs: /usr/share/omf/about-ubuntu/about-ubuntu-C.omf
ubuntu-docs: /usr/share/omf/about-ubuntu/about-ubuntu-en_CA.omf
