Ubuntu 22.04 (dev-branch) shutdown/reboot hangs

Bug Description

I have a desktop with MSI-Z690 motherboard and installed Dual boot Windows 11 on SSD and Ubuntu 22.04 dev-branch on HDD (upgraded from 20.04 LTS and this issue exists on 20.04 also)

I choose Ubuntu at the first priority boot and Windows 11 is in Ubuntu bootloader.

The Windows works fine. But when I power-off Ubuntu, it hangs, and I have to hold the power button for about 5 seconds to shut it down.

I set grub to `GRUB_CMDLINE_LINUX_DEFAULT=""` and the last line of log is `reached target system power off` and it will stuck seems forever(I have once waited for 120 mins)

By the way, I have another laptop and have a dual-boot on same SSD, everything works fine. So I am not sure if it is a HDD-related issue.

How to set my Ubuntu to the really normal behavior?

I'm experiencing the same issue on my Ubuntu 22.04 LTS server with Budgie desktop.
Both shutdown and reboot hang, both from GUI and command line.
This happens most of the time, but about once in 8-10 times shutdown or reboot end regularly.

Operating System: Ubuntu 22.04 LTS
          Kernel: Linux 5.15.0-27-generic
    Architecture: x86-64
 Hardware Vendor: Intel Corporation
  Hardware Model: NUC6CAYH

OS was freshly installed on 2022-05-08.
Never had this problem with previous Ubuntu versions on the same machine.

I also have this exact issue, with MSI PRO Z690-A Wifi DDR4 motherboard, with the latest firmware.

In addition, as this machine has a DVD drive, I can hear the following options by editing GRUB:
reboot=pci
reboot=efi

Those cause a real reboot - there is a "click" for power-off/on and the DVD drive activates.

However, after that the machine still hangs like described.

Only a full real power cycle allows it to reboot or recover from "shutdown" properly. Trying to reboot=cold,efi or reboot=cold,pci does not change the behavior, it needs a real power cycle to avoid hanging.

Edit: Ubuntu 22.04, installed and updated May 19th 2022 as the only operating system.

I have the same issue on the following system:

OS: Ubuntu 22.04 (updated from Ubuntu 21 on May 20th 2022)
Kernel: Linux 5.15.0-30-generic, Linux 5.15.0-30-lowlatency
Hardware: Lenovo Thinkpad Yoga 460 (20EM), Intel Core i7-6500U

Both poweroff and switching Ubuntu into standby lead into a state where the system doesn't react to any input in a useful way anymore. The hardware is still powered-on.

Using poweroff, the power LED stays on and the keyboard still reacts to the key stroke combination for changing the keyboard backlight.

When switching into standby (through Gnome, by shutting the lid, or by pressing the power button for half a second), the power LED begins blinking. This is normal behaviour when the systems gets powered off. But the blinking doesn't stop on its own, indicating that the system doesn't really poweroff.

In both cases, booting the system up is not possible until it has been forced to poweroff by pressing the power-button for multiple seconds.

Examining the systemd journal doesn't show any error. The journal ends with a message that the system will be shut down and that the journal ends at this point. So I have no clue, what's going wrong there.

The problem only occurs with the 5.15 kernel versions mentioned above. If I boot Ubuntu with a 5.13 version, the shutdown works fine.

After recent kernel updates, the issue seems to have disappeared.
My current kernel is 5.15.0-43-generic.
