[Clock] bottom edge alarms icon clue should be higher

Bug Description
When you start a bottom edge swipe to add alarms, you don't get immediately a visual clue to remind you're opening the alarm page, because the alarm icon is in the middle of the screen and it reveals when you have finished the swipe. It should instead be higher so as soon as you start the swipe you see that the alarm page is opening

Agree that the alarm icon and text should be moved up to be aligned with the top of the screen - just as previously added alarms are when they have been set up.

By moving the empty state to the top of the page, it looks like in the screenshot. Is this what you had in mind? Seemingly other apps like the dialer are affected by this bug as well.
