Bug Description
If I press 'No' on that dialog, there is no way for this dialog to appear again, even changing the setting in system-settings has no effect.
0. Clean flash device.
1. Start dialer
2. A dialog appears to select default sim
3. Tap on 'No' button
4. Go to system settings and select 'Ask me each time' for outgoing calls.
What happens:
The sim prompt dialog never appears, no matter I toggle that setting.

The desired solution is to change the text of the 1st popup on first time launch and remove the popup on action.
A 3rd popup appears on the dialer app after user made a phone call and didn't select a default SIM. This should be removed as well.
The SIM card in the first SIM slot should be selected by default and the first popup will inform users where to alter the selection and change the default SIM for outgoing communication.

What happens if you tap "No" is that the system setting is switched to "Always ask". If you try now to make a phone call, you will be prompted with an other popup to select a SIM card. You can do this by tapping on one of the items beneath the header.
However, I understand the confusion and I think the journey needs a UX refinement.
